Preamble states: 'civil society represented'; entire section dedicated to providing for civil society participation in the peace process negotiations with the ELN: 2. to recognise and sponsor the permanent participation of civil society in the peace process; 3. to bring about a major investigation into the themes of the peace process which seek structural change in the life of the nation; 4. to host meetings with different sectors for the their contributions to the process; 5. to promote the spirit of this document to the govt and continue peace activism, in collabortation with the intl community; 6. to facilitate meetings between the govt, the ELN, and EPL, to promote the involvement of FARC in this process, CGSB and other military actors (applauds efforts of the President elect, Andres Pastrana Arango, in this regard); 7. commitment to support the peace process, its implementation and consolidation through a forum such as la Asamblea Permanent de la Sociedad Civil por la Paz; 8. Civil society to find opportunities with the govt to demand political guarantees of civil liberties enshrined in the Constitution everywhere in the country; 14. with the suspension of violence, military actors with civil society leaders to engage in reconstruction; 'De la Convencion Nacional' Parties agree to hold a national convention (defined as a process with many dialogues, involving the state, society, and the guerillas) to consider the securing of peace and social justice
