Summary :

II.A.1. Federation to assume exclusive governmental authority of the Federation, cantonal and municipal levels in the entire Federation territory; 2. complete functional separation of competencies between the govts of the Federation and the Republic; 4. transfer of all functions of existing civilian authorities and organs in the areas of the Federation controlled by the HVO to Federation institutions to take place; 5. Responsibilities of the Federation institutions to include: defense, internal affairs, justice, finance, energy and industry, traffic and communications, commerce, agriculture, educaton, science and culture, refugess, displaced persons and social policy, health, city planning, resources and environment. 6. responsibility of the Republic to include: foreign policy, foreign trade, customs policy, common monetary policy, finance (republic budget), immigration regulation and republic citizenship, intl criminal law enforcement, common telecommunications, air traffic control, civilian coordination of the activities of the armed forces in the whole territory of B and H; D.1. the boudaries of the Federation shall ultimately be defined in the peace settlement for B and H. Annex consists of Interim Statute for the City of Mostar to preserve the unity of the city
