Summary :

Agreement seeking to normalise relations between the two countries. Calls for respect of sovereignty and territorial integrity, in accordance with the Charters of the UN and the Organisation of African Unity. The parties agree to renounce the use of force to resolve differences, and will take setps to prevent any hostile actions against each other.

8. the parties especially condemn any abuse or injusry of innocent citizens, and will make a special effort to locate any abductees, esp. children, which have been abducted in the past and return them to their families. All info about such cases will be shared with the Carter Center, UNICEF, and other intl orgs and the parties commit to cooperate fully in the search and rescue of these victims

9. parties commit to honour intl laws governing refugees, and faciliate the return or resettlement of refugees in accordance with UNHCR regulations

Will honour international laws on NGO activities (art 9). Carter Center to have information shared with them on victims (art 6). Carter Centre to 'publicize this agreement and continue to play a role in its implementation' (last para).

Enforcement Mechanism :
Ambassadors to be restored if honoured. To implement agreement, designated members of contact groups will act as an interim committee. Then a joint ministerial committee will be established with at least three sub-commitees to deal with political, security, and humantiarina issues (end paragraph).
International Community :
Will not compromise IGAD's role in bringing an end to war in Sudan (arti 5). Carter Center, UNICEF, and other international organizations will have information about abductees, esepcially children, shared with them (article 6).
UN Involvement :
UNICEF to receive information on children (Art 5). UNHCR regulations to govern return of refugees.
