2.a) The Collective Peacekeeping Forces of the CIS and the Russian Troops in Tajikistan shall carry out their duties in keeping with the principle of neutrality, and cooperate with UN military observers. 5. With a veiw to ensuring the effective implmentation of this agmt, the parties have agreed to etablihs a Joint Commission conistsing of reps of both parties. The parties request the UNSC to assist the work of the Commission by providing political mediation services and dispatching UN military observers of conflict.
