Enforcement Mechanism :
1.1. provides for all heavy weaponry under the control of the political movements to be handed over to a ceasefire monitoring group for safekeeping until such time as a legitimate Somali govt can take them over; 2.1 establishes a ceasefire monitoring group comprising UNITAF/UN troops. There shall be a committee composed of reps of the warring factions to interlocute with the monitoring groups and observe the implementation of the agreement by UNITAF/UN troops
International Community :
1.2. requests the intl community to provide the encamped militias with upkeep, and 1.3 to assist in training them for civilian skills in preparation for possible demobilisation; UNITAF to assist in implementation and enforcement (i.e. US Dept of Defence)
UN Involvement :
2.1 establishes a ceasefire monitoring group comprising UNITAF/UN troops; 4. all POWs shall be freed and handed over to the ICRC and/or UNITAF
