Summary :

Agreement reached at UN Talks in Bonn setting out the terms of the transfer of power to an interim authority which is to be established pursuant to the agreement. Establishes Interim Authority consisting of an Interim Administration with a Chairman, a Special Independent Commission for the Conveing of the Emergency Loya Jirga, and a Supreme Court of Afghanistan, as well as other courts. Establishes Afghanistan as a state at UN. IA to have chairman, 5 vice chairmen and 24 other members. King to Chair. Members have been selected by participants at UN talks reference to 'importanc of the participation of women'. Sets out functions of IA. Special Independent Commission for the Covening of Emergency Loya Jirga. 'Members will be selected from lists of candidates submitted by participatnst in the UN Talks as well as Afghan professional and civic society groups. The UN will assist with the establishment and functioning of the commission and of a substantial secretariat. Will specify rules and procedures specifying (I) criteria for allocation of seats to the settled and nomadic population residing in the country (ii) criteria for allocation fo seats to the Afghan refugees living in Iran, Pakistan, and elsewhere, and from the diaspora (iii) criteria for the inclusion of civil society organizations and prominent individuals, including Islamic scholars, intellectuals and traders, both within the country and in the diaspora.' Include a significant number of women.
