Enforcement Mechanism :
Article 5 establishes a Council for Cooperation, with the FRY President as Council President, and RS President as Council Vice President, consisting of 7 members- 3 appointed by the President and 2 appointed by the Vice President, Article 6 the council shall encourage, plan and harmonize comprehensive cooperation, particularly in fields listed in article 6; Article 7 the Council shall meet at least once in three months, and the govts of the parties shall review the council's work within 15 days; the council may set up working bodies to carry out certain tasks; Article parties agree to establish a Joint-Intergovernmental Commission to promote economic cooperation

FRY-RS, UN: Article 9 in the case of either of the parties being exposed to an armed attack by a third party, the parties shall invest all efforts to containing the aggression in accordance with the UN Charter and 'use all possibilities envisaged by the UN and other intl orgs and arrangements'.
