art. 3 (f) describes one of the needs guiding the implementation strategy as being 'to promote the effective participation of all social sectors in meeting their needs, particularly in establishing public policies concerning them, to set timetable for those actions that depend on the consensus-building mechanisms provided in the agmt, taking into account their outcome. Art.6- 'modernization of the democratic state, incl. strengthening of the capacity for participation and consensus-building of the various components of civil society' listed as one of four priorities for implementation timetable; 8. reiterating commitment to effective participation of all sectors in fighting poverty, discrimination and privilege; 9. calls on various sectors of society to take lead role in implementing development agenda set out in the agmt; 22. expansion of the National Agricultural Development Council- strengthen and expand the participation of small farmers' orgs, rural women, indigenous orgs, cooperatives, producers' associations and ngos in the Council, as the main mechanism for consultation, coordination and participation in the D-M process for rural development; art. 106 seeking support of NGO sector to promote strengthening of local savings and loan agencies; 174. providing for NGOs to propose candidates for departmental development councils (public administration); 190. Follow-Up Commission (on implementation) to be composed of- amongst others- 4 citizens from different sectors of the population, selected by mutual agmt of the parties. V. Follow-Up Commission to include 4 citizens drawn from different sectors of the population, who shall be invited to join the Commission by mutual agmt of the Parties
Dev& Socio-Economic Rights :
art. 3.(g) in view of the key role which the raising of fiscal revenues and the priority channelling of public spending towards social investment are to play in the implementation of the commitments laid down in the peace agreements, the Parties have agreed to set out in the appendix the programming of intermediate annual targets, in relation to GDP, for increasing the tax burden, increasing public spending on education, health, public security and the justice system, and reducing defence spending in future years.
Enforcement Mechanism :
Entire agmt dedicated to implementation of previous agmts. Preamble states that implementation to be facilitated by a follow-up mechanism and intl verification. V. Follow-Up Commission- definition, composition, objective, and functions, working methods, and (g) to prepare periodic reports on the progress made and difficulties encountered. VI.
