9. UN SG asked to appoint someone to coordinate; 13. Consultative body to be called the Intl Committee on the Reconstruction of Cambodia (ICORC) 'should be' established to harmonise and monitor he contributions that will be made by the intl community to the reconstruction, and be open to potential donors and other relevant parties, UN SG requested to make special arrangements to support ICORC's work

2. No attempt should be made to impose a development strategy on Cambodia from any outside source; 3. Intl, regional and bilateral assistance should be made available impartially, and 5. Should be phased in; 6. UN and intl community to send fact-finding mission to conduct census, identify development priorities and determine resource availability; 12.
