Article 2 deals with ownership of land and natural resources. A National Land Commission is to be established with arbitration functions (art 2). There is also to be a Southern Sudan Land Commission with similar functions (2.7)

Entire agreement deals with wealth sharing aspects. But in particular there is an emphasis throughout for reconstruction of war torn areas. Particular provision is made for financing the transition (art 13). A reconstruction and development fund is to be set up (art 15), and a National Reconstruction and Development Fund..
Enforcement Mechanism :
A Fisscal and Financial Allocation and Monitoring Commission is to be established composed of experts nominated by various states and regions, Government of SS and National Government, to ensure transparency and fairness in regard to allocation of nationally collected funds to the states/regions and to Southern Sudan (art 8). Will also be National and Southern Sudan Audit Chambers (12.2).
International Community :
Witnessed by Lt Gen Lazaro K. Sumbeiywo (Rtd), Special Envoy, IGAD Sudan Peace Process and On behalf of the IGAD Envoys; Government of Southern Sudan to meet direct costs of establishing levels of government, with assitance from the international community (art 13.1).
