Art.IV.4.in conformity with IHL, each party shall provide info, through the tracing mechanism of the ICRC, to families of all persons who are unaccoutned for. The parties will cooperate fully in determining the identity, whereabouts, and fate of those missing persons. 5. the parties commit to cooperate in the investigation and prosecution of serious violations of IHL and HR as well as violations of this agmt.

Article II. Terms of Reference: 3. Applicable provisions of intl instruments and covenants on Intl HR law and IHL enetered into by the Govt of the Rep of the Philippines. Art.IV. Respect for Human Rights and Observance of IHL: 1. This agmt will safeguard the observance of IHL, respect for intl recognized HR and fundamental freedoms for all persons within Mindanao. The GRP will secure to all persons within its jurisdiction or territory the highest level of recognized HR and fundamental freedoms. The GRP shall grant recognized accreditd hr agencies and orgs full access to monitor the HR situation in conflict-affected areas. 2. In case of violation of HR or IHL, the Joint Coordinating Committee on Cessation of Hostilities of the GRP and MILF shall act in accordance with this article of this agmt. 3. the parties will cooperate fully with the ICRC to facilitate its work in accordance with its mandate, ensuring full access to such persons, irrespective of their status, wherever they might be held, for visits in accordance with ICRC's standard operating procedures.

Implementation of Projects, parties make series of commitments to pave the way for the immediate return of evacuees to their places of origin. 3. parties shall safely return evacuees to their places of origin and provide all necessary financial/material and technical assistance to those evacuees to start a new life. GRP shall award reparations for the properties lost or destroyed by reason of the conflict

Art. IV.1. HRNGOs to monitor HR situation in conflict-affected areas
Dev& Socio-Economic Rights :
Art.V. MILF will establish a project implementing body to lead and manage rehab and development projects, with the power to receive and disburse private and govt funds. 2. ARMM to be the primary implementing agency for development (rather than GRP). 8. the parties shall seek the assistance of the Islamic development Bank as partner in the pursuit of rehabilitation and development projects.
Enforcement Mechanism :
Art.IV. Respect for Human Rights and Observance of IHL: 1. HRNGOs to monitor HR situation in conflict-affected areas. 2. Art.V. 7. During the implementation of rehabilitation and dev projects, the GRP-CCCH and MILF-CCCH shall see to it that the commitments of the parties are strictly observed in accordance with the Implementing Guidelines on the Security Aspect of the GRP-MILF Tripoli Agmt on Peace of June 22, 2001. Art. VI. Monitoring Mechanism. The parties to activate monitoring team with reps of OIC in order to 1. monitor the implemenation of all rehab and dev projects, the observance of IHL and HR, the protection of evacuees and IDPs, and their safe return. 2. coordinate its monitoring activities with the Coordinating Committee on the Cessation of Hostilities of both parties and the project implementing agency of the MILF; 4. serve as an advisory body to the GRP and MILF panels in the implementation of the agmt.
