KFOR commander is 'final authority regarding interpretation of this agreement and security aspects of the peace settlement it supports. His determinations are binding on all Parties and Persons (Art V). Joint Implementation Commission established with the deployment of KFOR, as directed to KFOR commander. KFOR can use force to ensure compliance.

KFOR to be deployed following UNSC Resolution. (Interestingly, framed that parties to this agreement 'reaffirm the document presented by President Ahitassari to President Milosevic and approved by the Serb Parliament and the Dederal Government on 3 June 1999 to include deployment in Kosova under UN auspices of effective international civil and secuity presences, and note UN SC Res will be forthcoming. Agreement authorises KFOR use of force to ensure compliance
