Agreement provides for a Verification and Monitoring Team (VMT) from an expanded Civilan Protection Monitoring Team (CPMT), IGAD, AU, Observer Nations, ie. Italy, Norway, UK and the US, and any other agreed nation, and memebrs of both parties (3).
