Peace Accord between government and Islamic leaders. Brokered by Pakistan and actively supported by Iran and Saudi Arabia. This accord was signed by the Mujahideen political Tanzim (Party) groups to lay the groundwork for the formation of the Islamic State of Afghanistan- structure and process for the provisional period of the state
