Summary :

Provides a framework for the resolution of the conflict in Kosovo by authorising the deployment of an international civilian and military presence that would provide an international transitional administration and security presence that would oversee the return of refugees and the withdrawal of military forces from Kosovo. The resolution also states that the international civilian presences will facilitate a political process to determine the future status of Kosovo.

Preamble reaffirsm 'the commitment of all Member States to the sovereignty and territorial integrity of the Federal Republi of Yugoslavia and other States of the region, as set out in the Helsinki Final Act and annex 2, and also 'the call in previous resolutions for substantial autonomy and meaningful self-administration for Kosova.
Governance/Democratic Inst :
International civilian presences will 'promote the estalibhment, pending a final settellement, of substantial autonomy and sefl-government in Kosovo, taking full account of Annex 2 of the Rambouillet Accords. International presence will perform basic civilian administrative functions where and as long as required. Will organise and oversee the development of provisional institutions for democratic and autonomous self-government pending a political settlement, including the holding of elections, and transfer its administrative responsibilites while overseeing and supporting the consolidation of Kosovo's local provisional instiutitons and other peace-building activities, will facilitiate a political process for final status, and transfer authority from K's provisional insttitutions to institutions established under a political settlememt.

Civil Society :
Para 11(h) humanitarian and disatster relief aid to be coordinated with international humanitarian organisations.
Dev& Socio-Economic Rights :
Emphasises need for humanitarian releif, encourages all member states and international organisations to contribute to economic and social reconstruction as well as to the safe return or refugees, and empahsies importance of international donor's conference. International Civilian presences will support humanitarian organisations, and the resconstruction of key infrastructure and other economic reconstruction.
