2. Agmt addressing issues concerning future political status of Bougainville. 4. PM advised that the Govt would be prepared to consider the proposal for a referendum. 5. The meeting accepted that Bougainville should be given a status under which Bougainville will exercise the powers of govt with the exception of certain powers to be negotiated that shall be retained by the Govt of PNG. 3. PM to submit 'Fundamental Principles for the Future of Bougainville' to his executive for consideration (incl. immediate and effective self-govt; provision for referendum on independence of Bougainville; PNG Govt to respect and implement this decision; to be secured by a treaty between PNG and Bougainville; and any implementation dispute to be resolved by consultation between the parties, and a mediation panel chaired by a UN rep).
