At the end of the Interim Period, the residents of Abyei will cast a separate ballot (Art 1.3). Proposition will be either for retaining special administrative status, or that Abyei will be part of Bahr el Ghazal. Art 5 sets out procedures for delijmiting boundaries.

Gives Abyei special administrative status, with citizenship of both Western Kordofan and Bahr el Ghazal, with representation in the legislatures of both states. Sets up local Executive council and division of oil revenues. Art 2 sets out administrative structure.

4. Public Participation: Abyei Area Council to be established, with no more than 20 members, initially appointed by President, to issue local enactments, approve the budget, adopt reconstruction and development, if necessary to recommend to the president the relief of the Chief Administrator or his Deputy, and participate in the promotion of reconciliation in the area.

National Governmetn to provide Abyei with assistance to improve the lives of the peoples of Abyei, including urbanization and development projects (Art 1.2.4, Art 3)
Enforcement Mechanism :
