Summary :

Gives details of arrangements for the KLA ceasefire in accordance with the UN Security Council Resolution and the Rambouillet Agreement, including a timetable for demilitarisation. The KLA agreed that the International Security (KFOR) and Civil Presence would operate without hindrance, and provision was made for the establishment of a joint commission with senior KFOR and KLA commanders within 2 days to monitor the implementation of the provisions in the undertaking.

Enforcement Mechanism :
KFOR commander 'in consultation, where appropriate, with the interim civil administrator will be the final authority regarding th interpretation of this Undertaking and the security aspects of the peace asettlement it supports. His determinations will bebinding on all parties and persons.' (Art 7). COMKFOR will monitor and maintain and if necessary enforce the cessation of hostilities. A joint Implementation commission will be established charied by COMKFOR and comprising the senior commanders of KFOR and UCK, and a representative from the interim civil adminisrtation for Kosova.

KFOR deployment, and agreement seems to be with the UN, although presented as unilateral. Agreement was offered by Hashim Thaqu and refeived by Lt General Michael Jackson on 21 June 1999.
