1. parties agree that all duly registered humanitarian agencies shall be guaranteed safe and unhindered access to all areas under the control of the respetive aprties in order that humanitarian asistance can be delivered safely and effeitvely, in acordance with intl conventions, principles and norms. 3. parties agree to establish immeditaely an Implementation Committee of reps of the parties, Civil Society, the NGO community, and the UN.
