Law and Order, provides for regional and national police forces. IV. Land will be a devolved issue, with state lands vested in regional councils.V. education and higher education to be devolved. X. SUBSTANCE OF DEVOLUTION 10.1 Regional Councils will exercise exclusive legislative and executive competence within the devolved sphere. The subjects and functions will be distributed between the center and the regions as set out in the appendix.
